I submit The Crouching Beast for the category 'History Mysteries'. It does not *quite* meet the 15-year requirement, however, being set in 1914, which is only 14 years prior to publication (1928). However, this book is set in Germany and fully describes the runup to World War I and the various conflicts in the European nations involved.
